What program do the people on TSR (the sims resource) use to make those really cool hair styles?

If the people on TSR can make their own Sims 3 hair styles why can't I.

Plus, I think that TSR isn't the best place to get downloads, but Sims 3 store is exspensive!

Well most people use milkshape for meshing, and gimp or photoshop for the texture and colour :] it takes a loooong time to get really cool looking ones, but you can download gimp for free, and I have a milkshape code if you need it ^^What program do the people on TSR (the sims resource) use to make those really cool hair styles?
